Canberra's Coordinated Infrastructure Projects Drive Regional Value Growth - canberra infrastructure projects
Canberra’s light rail network, operational since 2019 from Gungalin to the City Centre, is expanding with Stage 2.

Canberra’s infrastructure pipeline, when viewed from a valuer’s perspective, centers its focus on interconnected projects rather than a single mega-development. Three initiatives—a light rail extension, a new university campus, and a replacement aquatic centre—are positioned within close proximity, creating a coordinated growth corridor that signals strategic urban planning. Their combined impact, rather than the scale of any individual project, drives long-term value potential across the entire ACT region.

Light Rail Stage 2: Completing the North-South Corridor

Canberra’s light rail network, operational since 2019 from Gungalin to the City Centre, is expanding with Stage 2. This phase extends the system from the City through to Woden, forming a continuous north-south public transport spine. Stage 2A, already under construction, spans 1.7 kilometers from Alinga Street to Commonwealth Park. It adds stops at Edinburgh Avenue and City South, with works commencing in February 2025 and passenger services projected to begin in early 2028.

Stage 2B represents the more ambitious segment, adding nine stops from Commonwealth Park to Woden. Jointly funded by the Australian and ACT Governments, the ACT Government’s commitment of $343.9 million highlights the strategic importance of this project to the region’s development plans. Beyond alleviating corridor congestion, the project aims to operate on 100% renewable energy. Property values in Woden and inner-south areas have already responded to the development pipeline, reflecting light rail’s established pattern of pre-completion value uplift.

UNSW Canberra City Campus: A Decade-Long Investment

The UNSW Canberra City Campus on Constitution Avenue aims to expand student enrollment within the ACT. Following a 2017 agreement between UNSW and the ACT Government, a master plan was approved in June 2023, with Stage 1 construction beginning in October 2025. The $250 million development receives approximately $25 million from the ACT Government. The first phase targets an opening for Semester 1 intake in early 2028, with the full campus rollout extending to 2036 and an estimated $1 billion in total development value.

Aquatic Centre and Lifestyle Connectivity

The Canberra Aquatic Centre will replace the aging Canberra Olympic Pool at Commonwealth Park, near Lake Burley Griffin. The $137.8 million facility, jointly funded, features a 50-meter Olympic pool, indoor and outdoor splash areas, accessible family change rooms, and dedicated spaces for rehabilitation and competitive training. Planning began with site investigations through mid-2025, followed by community consultation and concept design into 2026. Construction is slated to start in 2027, with an opening targeted between 2027 and 2028.

Combined Effects and Long-Term Value

Individually, each project contributes modestly to property growth. However, their alignment along a single corridor creates compounding effects. Light rail infrastructure physically links the university campus and aquatic center to the broader city, enabling seamless access for residents, students, and tourists. As each component completes, the precinct’s value proposition strengthens through increased accessibility, population density, and amenity.
